Naval Education Training Command (NETC) Accreditation Services

The Naval Education and Training Command (NETC) is seeking institutional accreditation services through a sole-source acquisition from the Council on Occupational Education (COE), the only nationally recognized accrediting agency qualified to support federal government training programs for non-degree and applied associate degree-granting postsecondary institutions. This acquisition, identified as solicitation N0018926QD034, is conducted under FAR Part 12 as a combined synopsis and solicitation for commercial services, with no set-aside applied, and is limited to COE due to its unique designation and capacity to meet NETC’s specific accreditation requirements. The contract includes a base performance period from September 30, 2026, to September 29, 2027, and five additional option periods extending through March 29, 2032, with each option year requiring separate government exercise. The scope of work mandated by the Performance Work Statement requires COE to conduct on-site evaluations of NETC Learning Centers and approved Learning Sites, validate self-study reports, recommend accreditation status, manage cyclical reaffirmation processes, and provide electronic and hard-copy accreditation certificates. COE must also deliver annual dues, estimated travel expenses, quarterly in-progress review reports, burn rate calculations, schedule projections, and access to the EDVera database and training, while providing Learning Centers with accreditation guidance, meeting and conference details, and reaffirmation schedules. The contract is structured with firm-fixed-price line items for accreditation services and cost-no-fee line items for travel and other direct costs (ODCs) across each period. Payment must be submitted electronically through the Wide Area Workflow (WAWF) system, with vendors required to maintain active SAM registration and compliance with all applicable representations and certifications, including commercial item status, defense telecommunications restrictions, and antiboycott and anti-trafficking provisions. The government will provide unclassified accreditation materials and expects full adherence to NETCINST 1500.3G and FAR guidance governing travel reimbursements, contract administration, and inspection procedures.
