The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source, the Council on Occupational Education (COE) (CAGE:1G2L4), IAW FAR Overhaul 12.202(b) and FAR Overhaul 5.101 and 5.201. The Council on Occupational Education is a national institutional accrediting agency for the accreditation of non-degree-granting and applied associate degree-granting postsecondary occupational education institutions and the only nationally recognized accrediting firm that can support the federal government training activities. Because of this specialty designation, COE is the only vendor capable of providing the complete range of necessary accreditation services required by NETC to maintain the current, higher education accreditation status of the NETC’s Learning Centers.
