NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT SYNOPSIS: Notice of Intent to Award Sole Source Procurement: The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) and the U.S. Army Contracting Command Orlando intends to issue a modification to increase the Ceiling value on a competitively awarded 8(a) single source Indefinite Delivery, Indefinite Quantity (IDIQ) contract. An increase is necessary due to unforeseen, within scope, requirements performed during the life of the current contract. The authority cited is FAR 16.505 16.505(b)(2)(i)(B), "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." The North American Industry Classification System code for this requirement is 541330 Engineering Services, Size Standard $38.5M. PROGRAM DESCRIPTION: PEO STRI has a requirement provide non-personal technical support services in the areas of systems and software engineering, life cycle software support, testing, software development, quality assurance, configuration management, replication, distribution, installation, training, and publications support. It shall also provide facility space, trained labor, tools and test equipment, and materials to maintain and support the Close Combat Tactical Trainer (CCTT) Post Deployment Software Support (PDSS) Lab, office space for PDSS and other CCTT contractor personnel doing work on the CCTT program. ACQUISITION APPROACH: The Government intends to issue a modification citing FAR 16.505(b)(2)(i)(B) on or before 31 July 2016 to Applied Visual Technology Inc., 2603 Challenger Tech Court #180, Orlando FL 32826 under the existing IDIQ contract, W900KK-12-D-0004. ESTIMATED DOLLAR VALUE: Approximately $4.3M PERIOD OF PERFORMANCE: 31 July 2016 to 30 June 2017 RESPONSES: All responsible sources may submit a response which, if received within 15 calendar days of publication of this notice, will be considered by the agency. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
