The City of Sierra Vista acquired a 1.26-acre property at Fry and Fab Avenue in October 2020 to address drainage issues and enhance public amenities in the area. Using an EPA Brownfield Grant, the City developed conceptual plans for redeveloping the site into a pocket park designed to provide additional public parking and create a pedestrian-friendly space for community gatherings and events. On June 12, 2025, the City Council dedicated the park as Henry Jones Legacy Park, honoring Henry Jones, a former Buffalo Soldier and community night watchman who safeguarded the West End neighborhood after Fort Huachuca closed and before local law enforcement was established. This contract pertains to the first phase of construction for Henry Jones Legacy Park, funded through a Community Development Block Grant and subject to the Build America, Buy America Act (BABAA) requirements under the Infrastructure Investment and Jobs Act. The project mandates that all iron, steel, manufactured products, and construction materials used must be produced in the United States unless an approved waiver is obtained. The solicitation for this construction phase was issued on February 4, 2026, with a deadline for responses by March 6, 2026. The project is managed by the City’s Community Development office in Sierra Vista, Arizona, with Angela Dixon, Senior Civil Engineer, and Helen Lee, Chief Procurement Officer, designated as primary contacts.

The City of Sierra Vista acquired the 1.26-acre property on the southeast corner of Fry and Fab Avenue in October 2020. Once the property was acquired the City used an EPA Brownfield Grant administered by Cochise County to fund conceptual designs for its future redevelopment. The purpose of the redevelopment was to address longstanding drainage issues south of the intersection of Fab and Fry, and to add more public parking needed for a more pedestrian-focused area of town. The proposed pocket park will also provide a public gathering space to serve as a venue for events at the west end of the City and to help encourage people to enjoy the area. On June 12th, 2025, the Sierra Vista City Council voted to dedicate the planned City Park, as the Henry Jones Legacy Park in honor of the man who was a former Buffalo Soldier and known as the West End night watchman. Henry Jones was not only a former Buffalo Soldier but was a veteran of two world wars. After Fort Huachuca closed in 1947, Jones took it upon himself to patrol the community each night. At the time, there was no local law enforcement and Jones patrolled our small community from 7th Street to the gates of the fort until Sierra Vista was incorporated in 1956. Since the Fab Avenue property is located in the heart of the historic West End that Jones patrolled, it is an ideal place to honor his legacy. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
