CDBG PRO Housing Round 2: Addressing Zoning, Permitting, & Building Code Barriers to Affordable Housing
Solicitation # GR_4271_PROHOUSING
The CDBG PRO Housing Round 2 solicitation, issued by the Dane County Department of Human Services, seeks proposals from municipalities to remove regulatory, infrastructure, and capacity barriers to affordable housing. Eligible projects focus on code reform, such as updating zoning and land-use policies to support multifamily and mixed-use housing, as well as streamlining permitting and inspection processes. The submission deadline is November 13, 2026, with proposals required via the County's eProcurement Portal. Successful applicants must certify project readiness, ensuring 60 percent of milestones are completed within 18 months and 100 percent within 24 months. The contract term is one year with options to renew for four additional one-year periods, while the overall federal period of performance extends from February 2025 to September 2030.
