Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. CDBG PRO Housing Round 2: Addressing Zoning, Permitting, & Building Code Barriers to Affordable Housing
Solicitation # GR_4271_PROHOUSING
The CDBG PRO Housing Round 2 solicitation, issued by the Dane County Department of Human Services, seeks proposals from municipalities to remove regulatory, infrastructure, and capacity barriers to affordable housing. Eligible projects focus on code reform, such as updating zoning and land-use policies to support multifamily and mixed-use housing, as well as streamlining permitting and inspection processes. Municipalities may request funding between $15,000 and $150,000 for implementation-ready projects. The evaluation process is heavily weighted toward the project's logic model, which connects identified barriers to expected outcomes, accounting for 60 percent of the total score. Other scoring factors include cost and budget alignment, a project narrative, and the applicant's experience and qualifications. The submission deadline is November 13, 2026, with proposals required via the County's eProcurement Portal. Successful applicants must certify project readiness, ensuring 60 percent of milestones are completed within 18 months and 100 percent within 24 months. The contract term is one year with options to renew for four additional one-year periods, while the overall federal period of performance extends from February 2025 to September 2030. Compliance requirements include registration in SAM.gov and Grants.gov, adherence to non-discrimination and civil rights laws, and specific federal certifications regarding lobbying and labor practices. Payment is issued within 30 days of receipt of accepted goods or services, and administrative costs are capped at 15 percent.
