AI Contract Overview
The Centers for Disease Control and Prevention, through the Office of Acquisition Services within the Department of Health and Human Services, intends to award a sole-source purchase order under simplified acquisition procedures to TSI Incorporated for a Scanning Mobility Particle Sizer system, specifically the Model 3938 with the Advanced Aerosol Neutralizer Model 3088, to meet specialized inhalation research needs requiring precise particle size distribution analysis from 10 to 800 nanometers. This action is justified under FAR 12.102(a) because TSI is the sole manufacturer capable of providing equipment meeting the technical specifications required for aerosol and nanoparticle research at the NIOSH Morgantown campus, where the system must be delivered and installed by June 1, 2026, under a performance period extending through May 31, 2027. The procurement is classified under NAICS code 334516 with no small business set-aside, and while the contract value is not disclosed, it includes the instrument, neutralizer, and shipping costs to the designated laboratory at 1095 Willowdale Road, Building L, Morgantown, West Virginia. All information and communication technology delivered under this contract must fully comply with the Revised 508 Standards, including WCAG 2.0 Level A and AA criteria and associated functional performance requirements outlined in 36 C.F.R. 1194.1 and its appendices. Contractors are responsible for ensuring accessibility compliance and must submit either an HHS Section 508 Accessibility Conformance Checklist or an Accessibility Conformance Report using the Voluntary Product Accessibility Template at the time of proposal submission, documenting any non-conformances or remediation plans. Failure to meet accessibility standards will require the contractor to remediate all non-compliant elements at their own expense. While this notice is not a competitive solicitation, the government invites any interested party to submit a capability statement by 4:00 p.m. EST on June 24, 2026, to demonstrate they can meet the requirement, though the government retains full discretion to proceed solely with TSI regardless of external submissions. All responses and inquiries must be directed to Contract Specialist Aminah A. Gary at uuu0@cdc.gov, and no costs incurred in responding to this notice will be reimbursed by the government.
