AI Contract Overview

The Naval Air Systems Command (NAVAIR) plans to award a sole source modification to the existing contract with L3 Communications Corporation, located in Salt Lake City, Utah, for the procurement of spares related to the AN/SRQ-4 system. This sole source action is justified due to L3 Communications being the exclusive designer, developer, and manufacturer of the AN/SRQ-4, which incorporates critical technical data and manufacturing rights essential for producing shop replaceable assemblies. The government is unable to obtain this technical data from any other vendor, making L3 the only source capable of fulfilling the requirement. This procurement is conducted under the authority of FAR 6.302, which allows for non-competitive contracting when only one responsible source is available. The contract pertains specifically to the procurement of spares incorporating Engineering Change Notice (ECN) 187, which requires access to a proprietary manufacturing data package owned solely by L3 Communications. Without this data, the government cannot compete the requirement or allow other vendors to produce the necessary assemblies. The contract activity is headquartered at the Naval Air Systems Command in Patuxent River, Maryland, with performance at L3’s facility in Salt Lake City, Utah. For further inquiries regarding subcontracting related to this effort, Richard Derrick is the point of contact. The contract specialists and procuring contracting officers are available for communication via provided contact details. This procurement ensures continuity and logistical support of the AN/SRQ-4 system, critical to naval operations.

Naval Air Systems Command (NAVAIR) intends to award a SOLE SOURCE modification under the existing contract N00019-09-C-0059 with L3 Communications Corporation, Salt Lake City, UT 84116-0850 on an other than full open competitive basis in accordance with FAR 6.302. L3 is the designer, developer and manufacturer of the AN/SRQ-4 incorporated into the ship. The procurement of spares for the AN/SRQ-4 with ECN 187 requires a manufacturing data package which is owned by L-3 Communications. The Government is unable to compete this requirement without the technical data for the AN/SRQ-4 (with ECN 187). Another vendor cannot manufacture shop replaceable assemblies (SRAs) without the technical data .As such, L3 is the only source with the technical data necessary to perform this effort. Questions regarding subcontracting should be addressed to Richard Derrick at +1 (555) 000-0000. Therefore numbered note #22 applies to this effort.
