Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Naval Air Warfare Center Aircraft Division (NAWCAD) issued a modification of a previously awarded cost-plus-fixed-fee contract (N00421-09-C-0102) to BAE Systems Technology Solutions and Services of Rockville, Maryland exercising an option to extend services via FAR Clause 52.217-8 for an additional 203,000 hours of support services. Services include the rapid design, development, customization, fabrication, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic, and life cycle support of new and/or existing Communication-Electronic platforms, equipment/systems and subsystems in support of the NAWCAD's Special Communications Mission Solutions Division. Due to the ongoing nature of the support services currently being performed under contract N00421-09-C-0102 and the need to continue these services with a minimal break in work, BAE was the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. All questions shall be submitted to Carolyn Emmart via email at carolyn.emmart@navy.mil.
