This justification provides the rationale for contracting by other than full and open competition to increase the ceiling value by $18,000,000 of a sole-source contract, number 80JSC021DA005, with The Charles Stark Draper Laboratory, Inc. (Draper) for additional development, maintenance, and application of Guidance, Navigation, and Control (GN&C) products and services for JSC’s Engineering Directorate’s Aeroscience and Flight Mechanics Division (AFMD). A notice of NASA’s intent to award this sole-source action was synopsized on the GPE website (sam.gov) per FAR Subpart 5. An intent to issue a sole-source work order was posted on February 25, 2026 and closed on March 12, 2026. The intent of the notice was to determine any interest and ability of industry to perform the effort. No responses were received from industry regarding this action. See attached JOFOC for further information.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
