Develop and maintain Geographic Combatant Commands (GCCs) ability to conduct Theater wide Information Operations with an emphasis on web based activities. Threats and opportunities abound on the Internet for the US Government (USG). For the national security agencies and organizations with the mission to protect Americans and America's allies; the capacity to analyze, anonymously engage, and measure effectiveness within the Internet's information space is critical. With the rise of social media as a central location for people to seek and disseminate information, as well as to join communities of interest, GCCs must understand what is being said by whom, how much authority to bestow upon that individual, and how that information is being propagated through the internet and cyberspace. In the past few years, social media has played an important and ever increasing part in terrorist planning and as an early warning system for both terrorists and authorities engaged in Overseas Contingency Operations (OCO). Since automated foreign language translation systems are dramatically inadequate, support must include nuanced qualitative understanding of foreign language commentary. Additionally, measuring the environment will require analysis skills to determine pervasive sentiment within an identified community of sites and forums, analyze relations between the greater community of sites and a smaller sub-set of key sites and forums, and assess program effectiveness with regard to select sites and forums. The Government's intent is to sole source this acquisition. The Government is in the process of preparing a competitive acquisition to which this sole source acquisition will transition.
