The City of Bellingham (the City) solicits interest from consulting firms with expertise in engineering, surveying, geotechnical investigation and analysis, permitting, and/or assisting the City in acquiring necessary permits; obtaining access and utility easements; preparing complete bid documents, including construction plans, technical specifications, and engineer’s estimate (PS&E); and providing support services during bidding. This agreement will remain in effect for the duration required to design, permit, and bid the Central and South Water Main Replacements Project.
SUBMITTAL
All proposals shall be received no later than 11:00 a.m. on Tuesday, October 27, 2026. Late or misdirected proposals will not be considered. The City invites all interested parties to respond to this RFQ by submitting their SOQ documents on the City website at https://cob.procureware.com/. Questions can be addressed to the Purchasing Office by email to Bids@cob.org.
The City of Bellingham, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award
