Central Issue Facility (CIF) Support Services FY-26

The Pennsylvania Army National Guard is seeking a contractor to provide comprehensive support services for the Central Issue Facility (CIF) at Fort Indiantown Gap, Annville, Pennsylvania, under a Firm-Fixed-Price contract solicited as a Competitive 8(a) Small Business Set-Aside under NAICS code 541614. The contract, identified by solicitation number W912KC26RA006, will support daily operations focused on Organizational Clothing and Individual Equipment (OCIE), including customer service, issue and exchange processing, turn-in procedures, sizing and fitting assistance, warehouse operations, inventory reconciliation, records maintenance, and general logistics functions. The work requires two contractor personnel to manage these tasks with strict compliance to Army regulations and policies, and all personnel must possess relevant Army experience in CIF or OCIE operations, be proficient in Microsoft Office, physically capable of handling equipment, and maintain a valid driver’s license. Performance is mandatory during standard operating hours of 0700–1630 Monday through Friday, excluding recognized U.S. holidays and facility closures, with no telework permitted due to the need for in-person interaction and physical handling of equipment. The award will be made on a best-value basis, with price accounting for 50% of the evaluation and the combined technical approach and past performance equally weighted against price. The contract includes a base year from June 30, 2026, to June 29, 2027, with four one-year options extending through June 29, 2031, and a potential six-month extension under FAR 52.217-8. Offerors must submit proposals in three volumes: Technical Approach, Past Performance, and Price, with required documentation including a Quality Control Plan, staffing plan, and detailed pricing for all contract periods. The contractor must comply with all FAR and DFARS clauses, including System for Award Management (SAM) maintenance, electronic invoicing via WAWF using the assigned DoDAACs, commercial entity code reporting, accelerated payments to small business subcontractors, and strict records retention for three years after final payment. All unique items must be marked in accordance with MIL-STD-130 and shipped with labeling per MIL-STD-129, with full reporting of unique identifiers on receiving reports. Personnel must complete local safety, warehouse, and system training within 60 days of assignment and comply with installation security protocols, including vehicle inspections and gate
