The Central Oregon Restoration Project (CORP), solicitation AG-04GG-S-09-0008, is a comprehensive forest health and fuels management initiative led by the USDA Forest Service across the Ochoco, Deschutes, and Fremont-Winema National Forests. The project is structured as a series of Blanket Purchase Agreements with an annual ceiling of 1 million dollars per year. The primary objective is to reduce hazardous fuels and promote reforestation through a wide array of silvicultural and stewardship activities, including mechanical thinning, mastication, grapple piling, slashbusting, and the removal of woody biomass. The scope of work encompasses highly technical operations such as prescribed fire services, including fuels pullback and understory burns, as well as extensive reforestation efforts involving conifer and riparian tree planting, seedling protection netting, and tubing. Additionally, the contract covers noxious weed control across approximately 350 acres, juniper cutting on BLM lands, and essential road maintenance including snow removal and blading. Performance is governed by Integrated Resource Contracts and specific Statements of Work that define strict technical standards for tree classification, seedling survival, and environmental protections. Evaluation for awards is based on a best-value determination considering price, past performance, and community benefit, with specific compliance required for American Recovery and Reinvestment Act reporting and Department of Labor wage determinations.
