Certification User Group: Training, Planning, and Facilitation

The Oregon Department of Transportation is seeking a contractor for a Service Order Contract to provide training, planning, and facilitation services for the Certification User Group. The scope of work includes the development of training content and materials, as well as the planning and facilitation of several annual events, including spring and fall training workshops, a summer work session anticipated in May 2027, and an annual meeting anticipated in October or November 2027. The contractor is also expected to support up to two additional ad-hoc stakeholder workshops per year. Services are primarily on-site in Salem, Oregon, though virtual options via MS Teams may be used. Planning for each event must begin approximately six months in advance. The contract will be awarded based on a Best Value Analysis, evaluating proposers on demonstrated skill and experience, proposed approach, availability, resource capacity, and cost. A point-based system is used, with the lowest proposed cost receiving the maximum 15 points. The agency may interview the top three scoring contractors. Proposers must submit a detailed narrative, resumes for key personnel, evidence of past performance from the last three years, and a cost proposal using the provided Excel template via the OregonBuys portal by November 16, 2026. All services must comply with the Oregon Sustainability Act and prioritize the use of recycled products.
