Solicitation Modification 002: The purpose of this amendment to correct the solicitation closing date discrepancy found and to remove the referenced drawing/document from the Statement of Work (SOW) titled: Coast Guard Technical Specification D-123-2048, May 2026, 270’ WMEC A Class Fluid Handling Plan for Tank Inspections. The referenced publication is no longer applicable. The solicitation closing date and time is affirmd to be 18 Sep 2026 at 12:00 P.M. Eastern Standard Time. All other terms and conditions remain unchanged. It is the responsibility of interested vendors to monitor the soliciation for any amendments, modifications, or other changes. It is the Government's intent to make an award decision same day after the solicitation closes due to the nature of the requirement.

Solicitation Modification 001: The purpose of this amendment is to clarify that certain technical data associated with this solicitation is marked Distribution Statement D and is not publicly available on SAM.gov. Vendors requiring access to such data must possess an active United States/Canada Joint Certification Program (JCP) certification. Upon verification, the Government will provide the restricted technical data outside of SAM.gov through a Government-approved method. Vendors are responsible for obtaining certification and requesting access in sufficient time before the solicitation closing date. Failure to obtain access will not constitute a basis for extending the solicitation closing date. 

All other terms and conditions of the solicitation remain unchanged. The solicitation closing date and time of 18 Sep 2026 at 12:00 P.M. Eastern Standard Time remain unchanged. It is the responsibility of interested vendors to monitor the soliciation for any amendments, modifications, or other changes.

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) Number 52000QR260028624. This procurement will be processed in accordance with FAR Part 12. This requirement is of an unusual and compelling urgency in accordance with FAR 6.302-2. The inspection is necessary to ensure safety and mission readiness. Delay in award would result in unacceptable risk to government operations.

The North American Industry Classification System (NAICS) is 336611. The small business size standard is 1300. This is a total small business set aside; all responsible small business sources may submit quotations that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13.

THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT:

The contractor shall provide: Fuel Oil Tank Cleaning aboard USCGC BEAR IAW SOW.

A. REQUIREMENT:

1. Fuel tank cleaning and inspection. See Attached SOW.

*Access to some drawings may be Export-Controlled and require any recipient to be registered in the Joint Certification Program (JCP) through DLA to receive the drawing. *

3. REQUIRED PERIOD OF PERFORMANCE: 

September 21-24, 2026

Upon contract award, the Contractor shall contact the CGC BEAR Point of Contact (POC) to coordinate and confirm final performance dates. Once a start date is set and the Contractor is prepared to conduct services, the actual period of performance shall not exceed a total of four (4) days. 

Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review.  Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep.

NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item.

As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Products and Commercial Services-applies with the following addenda:

Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.

       1. Please provide any warranty information.
       2. Vendors MUST have an active registration in www.sam.gov

The USCG/Government intends to award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforms to the solicitation and is most advantageous and the best value to the Government, price and other factors considered. The Government will utilize the simplified evaluation procedures outlined in FAR 13.106-2.

Please Note: Interested Offerors having the expertise as required are invited to submit a Firm Fixed Price quotation that will be considered by the agency. Firm Fixed Price Proposals shall be detailed and include information from the SOW demonstrating an understanding of all the requirements in the SOW.

ACCESS TO RESTRICTED TECHNICAL DATA- DISTRIBUTION STATEMENT D

Some of the technical data associated with this solicitation is marked Distribution Statement D and is restricted to the Department of War/Department of Defense (DoW/DoD) and U.S. DoW/DoD contractors.
Interested vendors requiring access to the restricted technical data must possess an active certification under the United States/Canada Joint Certification Program (JCP). Information on the JCP, including application instructions, is available on the JCP website (https://www.dla.mil/logistics-operations/services/joint-certification-program/).
Upon verification of the vendor’s active JCP certification, the Government will provide the restricted technical data outside of SAM.gov.
Interested vendors are responsible for obtaining and maintaining the required JCP certification and requesting access to the restricted technical data sufficiently in advance of the solicitation closing date posted in this notice. Failure to obtain access to the restricted technical data will not constitute a basis for extension of the solicitation closing date. The Government is not responsible for delays associated with obtaining JCP certification or requesting access to the restricted technical data.

Due to the urgency, vendors are requested to provide quotes no later than 18 September 2026 at 12:00 P.M. Eastern Standard Time. Email quotes are acceptable and shall be sent to Contracting Officer, SKC Patricia Fremming via email: contact@example.gov. This abbreviated response period is consistent with FAR 5.203 (c) and FAR 13.106-1 (c), which allow shortened solicitation times when unusual and compelling urgency exists.
