The U.S. Coast Guard Surface Forces Logistics Center is seeking commercial lodging and dining services under an urgent, small business set-aside solicitation for the CGC HAWK operation in Jacksonville, Florida. The requirement is for quality temporary lodging for 12 Coast Guard personnel, including four double-occupancy and four single-occupancy rooms, within an 18-mile radius of St. Johns Boat Company at 9852 Heckscher Drive, Jacksonville, FL 32226, and fully furnished dining services for up to 11 personnel, with three meals per day including gratuities, located within a five-mile radius of the primary lodging site and not more than five miles from the shipyard for lunch. The performance period is fixed from May 26, 2026, through August 25, 2026, with no flexibility in start or end dates. This solicitation is a resubmission following a prior unsuccessful effort and is being processed under simplified acquisition procedures per FAR Subpart 12.6 and FAR Part 13, with a firm-fixed-price award structure requiring one total quote with a detailed cost breakdown—not individual meal pricing. The contract is reserved exclusively for small businesses under NAICS code 721110, and all offerors must be registered in SAM.gov with a valid UEI and provide their Tax Identification Number. Proposals must be submitted via email to two designated points of contact by 12:00 PM Eastern Standard Time on May 22, 2026, with no extensions permitted due to mission-critical timing. Bid compliance is contingent upon submission of verifiable dining ratings and proof of distance compliance; any attempt to use a circuitous route to meet radius requirements will result in disqualification. Evaluation will be based on a best-value determination considering technical capability, past performance with at least three relevant contracts from the past three years, delivery schedule, and price reasonableness. The contractor must ensure all facilities meet the Hotel and Motel Fire Safety Act of 1990 standards and comply with numerous applicable FAR clauses including the Service Contract Act, Buy American Act, Combating Trafficking in Persons, and affirmative action requirements. Payment will be made electronically via EFT, and the contract includes a potential option to extend for up to five years total, including any extensions. The offeror is solely responsible for confirming compliance with all contract terms, conducting necessary inspections, and maintaining current SAM registrations annually.
