CGC SAGINAW FY11 DRY-DOCK

The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC SAGINAW (WLIC-803), a 160 FOOT "B" Class Inland Construction Tender. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The acquisition will be issued as a Best Value Request for Quote (RFQ), on or about January 17, 2011. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DRYDOCK repairs to the USCGC SAGINAW (WLIC 803) home ported in Mobile, AL. The performance period will be 47 calendar days with a start date on or about March 14, 2011. The place of performance will be at the contractor's facility. The geographical restriction is 400 nautical miles of the vessels homeport of Mobile, AL. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC SAGINAW (WLIC 803). This work will include but is not limited to perform Hull Plating, (U/W Body, Ultrasonic Testing, Propulsion Shafting, Strain Gage Alignment Inspections, Propulsion Shafting; Remove, Inspect & Reinstall, Propulsion Shafting, Straighten, Propeller Shaft Sleeve(s) renew, Propellers, Remove, Inspect & Reinstall, Propeller(s), Perform Minor Repairs & Reconditioning, Keel Coolers, Clean, Inspect & Hydro, Fathometer Transducer, Renew, Sea Strainers (All Sizes), Renew, Rudder Assembly, Remove, Inspect, Reinstall, Spud Wells, Preserve, U/W Body, Preserve "100%", U/W Body, Preserve ("Partial - Condition "A"), Stern Tube Interior Surfaces, Preserve "100%", Hull Plating Freeboard, Preserve "100%", Cathodic Protection/Zincs, Renew, Drydocking, Sea Trial Performance, Provide Support, Sea Valves and Waster Pieces, Overhaul or Renew, Mechanical Shaft Seal Assemblies, Renew, Propulsion Shaft Bearings (External), Renew, Superstructure Window Renewal, Temporary Services, Provide, Buoy and Cargo Handling Crane, Shrink Wrap, Decks- Exterior (Barge Buoy), Preserve, Composite Labor Rate, GFP Report, Lay days.
