The Naval Air Warfare Center Aircraft Division is soliciting proposals under Solicitation N68335-26-R-1027 for a Firm Fixed Price contract to procure Peculiar Support Equipment for the CH-53K aircraft, supporting both domestic operations and Foreign Military Sales to Israel under Case IS-P-SCN. This is a 100% Small Business Set-Aside under FAR Part 19, requiring offerors to certify as small businesses in SAM and maintain active UEI and CAGE codes. Proposals must be submitted electronically by 4:00 PM EST on May 20, 2026, and are evaluated under a Lowest Price Technically Acceptable method, with technical and past performance deemed acceptable or unacceptable—only those passing both thresholds are considered for award based on lowest evaluated price. Technical compliance requires adherence to Government-furnished drawings, AS9100D quality standards, and strict adherence to CDRL requirements including certifications for raw materials, plating, dimensional quality, calibration (NIST traceable), proof load testing, and non-destructive inspection—all delivered with serial-number traceability. Items must be marked per MIL-STD-130N with 2D Data Matrix UID labels registered in the DoD UID Database and shipped in compliance with ISPM-15 wood packaging standards, prohibiting loose fill and other unsuitable materials. Access to the Controlled Unclassified Information contained in the technical data package requires a current and valid CMMC Level 2 self-assessment certification and a certified DD Form 2345 for export-controlled technical drawings governed by ITAR and EAR. Offerors must submit proof of both before receiving any sensitive data via the DoD SAFE system, and unsuccessful offerors are required to destroy all received CUI and submit a signed destruction certificate. Packaging and labeling must meet detailed military specifications, including FMS case numbers, transportation priority, required delivery dates, and fragile content warnings. Delivery occurs under mixed FOB terms—some items to be shipped FOB Contractor Destination to designated staging sites in Lakehurst, New Jersey or Huntsville, Alabama, others FOB Government Origin from the contractor’s facility. All deliveries must occur within 200 calendar days of contract award, and invoices must be submitted exclusively via Wide Area WorkFlow. The contract explicitly prohibits any pre-award work or claims against the government and requires full compliance with cybersecurity, export control, and quality assurances as material conditions of award.
