New Underground Electric Service System
Solicitation # NCC-CS-041053-NRFP
The National Capital Commission has issued a Negotiated Request for Proposals, solicitation number NCC-CS-041053-NRFP, for the installation of a new underground electric service system at Jacques Cartier Park North in Gatineau, Quebec. The project aims to provide a permanent, higher-capacity power supply to support major events, such as Winterlude, while reducing reliance on diesel generators. The scope is divided into two phases: Phase 1 focuses on core infrastructure and civil works near Laurier Street, including the installation of chambers CT-1 and CT-2 and utility work at the Maison du vélo. Phase 2 is an optional scope extending to south-east and north-east kiosks, including four pull manholes and connecting underground linear infrastructure. The contractor is responsible for removing existing electrical infrastructure, installing a new 600 V electrical entrance and low-voltage distribution, and ensuring the park is reinstated to its original condition with protection for significant trees. The project must be completed and the contractor demobilized by Winter 2027/2028. This solicitation is reserved for Canadian suppliers and requires bidders to hold specific RBQ licenses for civil and electrical work, as well as active accreditation from Hydro-Québec. Evaluation is conducted in three stages: a review of mandatory submission requirements, a technical evaluation including project methodology and experience, and a pricing evaluation worth 30 points of the total score. Award is based on the ranking of proponents from the combined technical and pricing scores. Selected contractors must provide performance and payment bonds each equal to 50 percent of the project value. All work must adhere to Hydro-Québec standards and CSA C22.1 and C22.2 specifications.
