SECTION 1: INSTRUCTIONS TO OFFERORS & EVALUATION CRITERIA


1.1 BASIS FOR AWARD


Award will be made to the Offeror responsible whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government, in accordance with RFO Part 12 guidelines. Technical acceptability will be evaluated on a "Go/No-Go" basis using the minimum technical requirements / salient characteristics detailed in Section 2.


1.2 INSTRUCTIONS FOR SUBMISSION


Offerors wishing to be considered for this award must submit a complete quotation electronically via email to the primary point of contact listed in Section 5. A complete quote must include:


  1. Technical Capability Statement (Maximum 5 Pages): Documenting how the proposed facility and service meet each of the Salient Characteristics in Section 2, specifically confirming availability for the weekend of September 18th - 20th, 2026.
  2. Pricing Quote: Fully completed Price Schedule (Section 3), detailing all costs for Lodging, Venue Space, and Catering.
  3. SAM.gov Status: Proof of active and valid registration in the System for Award Management (SAM.gov) in accordance with RFO 52.204-7, including UEI and CAGE Code.

SECTION 2: STATEMENT OF WORK (SOW) & SALIENT CHARACTERISTICS


2.1 SCOPE OF WORK


The Contractor shall provide all necessary personnel, lodging, conference/meeting space, food and beverage, and administrative services to support a Chaplain-led Marriage Retreat for active-duty Airmen, Guardians, and their immediate family members assigned to Vandenberg Space Force Base (VSFB).


2.2 PERFORMANCE TIMELINE


The entire performance of this purchase order shall occur over the weekend of September 18, 2026 through September 20, 2026(Friday check-in, Sunday check-out).


2.3 MINIMUM TECHNICAL REQUIREMENTS / SALIENT CHARACTERISTICS


  1. Geographic Location: The venue must be located within a 3-hour driving radius(approximately 150 miles) of Vandenberg Space Force Base, CA, to ensure rapid recall capability of active-duty military participants in the event of an operational mission change.
  2. Physical Security: The facility must be located on a secure, access-controlled military or federal installation (gated entry with 100% ID check/visitor screening) or provide equivalent 24/7 controlled-access private security to guarantee the safety, privacy, and operational security (OPSEC) of military personnel and their families.
  3. Lodging Capacity: The Contractor must provide a minimum of 30 double-occupancy guest rooms (King-sized beds preferred) under a single contract/block for two (2) consecutive nights (September 18th and September 19th, 2026).
