Chapman Corridor Revitalization Plan: General Plan Amendment (GPA) 2025-01, Zone Change (ZCA) 2025-03, and Specific Plan Amendment (SPA) 2025-01

The Chapman Corridor Revitalization Plan, encompassing General Plan Amendment 2025-01, Zone Change 2025-03, and Specific Plan Amendment 2025-01, is a policy-driven initiative led by the City of Placentia. The project focuses on a one-mile stretch of Chapman Avenue in Placentia, California, covering approximately 120 acres between Placentia Avenue and the area beyond the Kraemer Boulevard intersection. As a specific plan and implementation tool, it aims to refine zoning regulations to better align the City's Municipal Code with its General Plan. The plan establishes permitted uses, development and design standards, mobility and infrastructure improvements, and design guidelines to revitalize the corridor. The revitalization plan is designed to provide increased flexibility for both commercial and residential development. Key objectives include enabling mixed-use opportunities and allowing for the potential conversion of existing residences into home businesses, while ensuring existing uses can remain. Because the project serves as a policy document and does not authorize development beyond current General Plan limits, it was granted an exemption from the California Environmental Quality Act (CEQA) on November 4, 2025.
