Pre-Qualification for Upcoming Overhead Construction Bids - WA
Solicitation # 2026-88
Solicitation 2026-88 is a Request for Qualifications issued by SECO Energy to establish a pool of prequalified contractors for future Overhead Feeder Construction and New Feeder Install projects. This is a mandatory requalification process; any firm previously qualified with SECO Energy must resubmit their qualifications to be eligible for upcoming Requests for Proposals expected in October 2026. The general scope of work includes directional boring, underground excavation, installation of 4-inch conduit systems and duct banks, placement of 1000 MCM 25 kV EPR aluminum primary cable, and the installation of underground switchgear, splice boxes, and grounding systems, as well as right-of-way clearing and site restoration. To be deemed qualified, vendors must complete a comprehensive questionnaire covering company information, technical capabilities, and references from electric cooperatives or public utilities. Key requirements include the ability to provide a 10 percent bid bond and a 100 percent performance bond, as well as the submission of three years of safety records, including EMR ratings and OSHA 30A summaries. While projects will utilize Rural Utility Service funding and may require Davis-Bacon Act compliance, a lack of prior RUS experience is not an automatic disqualifier. Evaluation is based on the firm's risk management profile, including sam.gov registration and Dun and Bradstreet PAYDEX scores, and their demonstrated ability to perform similar utility construction activities.
