AI Contract Overview
The contract is for the procurement of 16 battery chargers under NSN 6130-01-487-1154, issued as an indefinite-delivery contract with a maximum value of $350,000 and a guaranteed minimum of two units. Delivery is required within 48 days FOB origin, with inspection and acceptance occurring at the destination point, and no variance is permitted in quantity. Packaging must comply with MIL-STD-2073-1E using preservation method 41—clean and dry—with no chemical or barrier materials applied, and labeling must adhere to MIL-STD-129 with a 2D Data Matrix bar code for traceability. Palletization follows DLA’s RP001 packaging requirements. All items must meet zero non-conformance acceptance criteria under MIL-STD-1916 or ASQ H1331, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively; if not specified, attributes are treated as major. Mercury and mercury-containing compounds are prohibited unless used functionally in batteries, fluorescent lights, instruments, sensors, controls, weapon systems, or chemical reagents specified by NAVSEA; portable fluorescent lamps and instruments containing mercury must be shock-proof with a secondary containment barrier. Compliance with numerous FAR and DFARS clauses is required, including safeguarding covered defense information, cyber incident reporting, prohibition of hexavalent chromium, restrictions on certain foreign-sourced equipment, and whistleblower protections. Electronic invoicing and receiving reports must be submitted through Wide Area WorkFlow, and the offeror must provide a valid Unique Entity ID and CAGE code with full socioeconomic representations, including small business and HUBZone status if applicable. The contract incorporates by reference the DLA Master List of Technical and Quality Requirements, and deviations apply to specific clauses regarding cybersecurity, changes, and subcontracting. No evaluation factors or award basis are explicitly stated, and pricing is not provided, rendering the contract non-binding until individual delivery orders are issued.
