The Texas Workforce Commission (TWC) seeks a qualified entity to administer the Child Care Expansion Initiative (CCEI) Program under solicitation number 3202500192. This program aims to increase the supply of high-quality child care in Texas by providing financial awards to new licensed child care centers, particularly targeting underserved areas known as child care deserts and employer-supported site-based care locations. The CCEI Program consists of two distinct awards: Start-Up Awards and Initial Operating Awards, designed to offset the costs associated with opening and operating new child care facilities. The selected administrator will be responsible for managing the entire application and award process, ensuring that eligible providers receive funding, complying with program policy guidance, and supporting providers through licensing and ongoing operations. The contract includes a 24-month base term with two optional 18-month renewals and imposes a cap on administrative costs, which must not exceed 10% of total funding, with a budget under $2.5 million for the initial period. The contract requires comprehensive oversight of the CCEI program, including outreach to ensure geographical equity, supporting quality assurance, program compliance, and reporting on program outcomes, such as creating at least 6,000 new child care slots across Texas. Respondents must demonstrate at least three years of directly relevant experience in managing child care business plan evaluations and multi-million-dollar competitive award programs. Required deliverables include a streamlined application process, digital resources, business plan templates, secure payment processing, and thorough monitoring protocols. The procurement emphasizes compliance with Texas HUB subcontracting requirements, mandating subcontracting plans to promote Historically Underutilized Businesses with a statewide goal of 26%. The evaluation of proposals will be based predominantly on technical approach (50%), past performance and qualifications (25%), and cost reasonableness (15%), favoring best value over lowest price. The awarded contract will incorporate Texas Workforce Commission’s standard terms and conditions, insurance requirements with detailed coverage minimums, adherence to federal Child Care Development Fund grant regulations, and strict data use and confidentiality agreements consistent with state and federal standards. Submission deadlines and detailed proposal format requirements, including electronic submission via the TWC Procurement Portal, are strictly enforced to ensure compliance and facilitate fair evaluation.
