Child Support Automated System Replacement

The State of North Dakota Department of Health and Human Services is soliciting proposals for the design, development, and implementation of NoDaK, a modernized, cloud-based, vendor-hosted child support system intended to replace the legacy FACSES mainframe application. This project utilizes a hybrid approach, combining core child support functionality with custom modifications to create a paperless, digital system featuring a customer portal and messaging capabilities. The scope includes the migration of all structured and unstructured data from legacy systems, integration with approximately 26 to 27 identified interfaces, and the execution of a comprehensive organizational change management and training plan. The system must comply with NIST SP 800-34 and 800-53r5 standards for disaster recovery and business continuity, as well as OCSE data confidentiality requirements. The procurement process is managed by Sowmya Karumanchi, with a proposal deadline of October 19, 2026. Proposals are evaluated on a 100-point scale, with 70 points allocated to the technical proposal and 30 points to the cost proposal. While the state has provided a planning estimate of 25 million dollars for development through certification, this figure excludes ongoing hosting and maintenance costs for the first five years. The resulting contract will be governed by a custom technology agreement featuring a 20% retainage policy on deliverable payments and a payment term of 45 calendar days. The state may execute up to five one-year renewal options following the initial implementation.
