Childcare for Dependent Children Whose Parents are in Residential/Outpatient/Intensive Outpatient substance use disorder (SUD) or problem gambling (PG) Treatment

Washington County Health and Human Services is seeking qualified childcare providers through a Letter of Interest to support dependent children aged 17 and younger whose parents are participating in residential, outpatient, or intensive outpatient substance use disorder or problem gambling treatment. The program aims to reduce treatment barriers for caregivers, promote parent-child bonding, and ensure child stability. The anticipated period of performance is from July 1, 2027, to June 30, 2032, with awards lasting five years and including annual options for renewal. Services must be delivered onsite within Washington County and must be evidence-based or follow promising practices. To be eligible, providers must hold a current OHA license for SUD outpatient treatment services and comply with specific Oregon Administrative Rules regarding certified childcare centers and targeted population programs. Mandatory requirements include staff certifications in Pediatric First Aid, CPR, and mandated reporting for child abuse and neglect, as well as Oregon Food Handler’s Certificates if food is provided. Providers must maintain comprehensive insurance, including General Liability, Professional Liability, and Sexual Abuse and Molestation Liability. Contract amounts will be determined through negotiated budgets based on utilization and capacity. Responses to this LOI were due by October 9, 2026, and may lead to a formal Request for Proposal process.
