China Gulch Emergency Culvert Replacement

Heavy winter rains in late January and early February 2025 triggered sudden and severe damage to State Route 1 at Old Stage Road in Gualala, creating a large sinkhole owing to the failure of a separated culvert. Caltrans maintenance teams implemented temporary repairs to stabilize the roadway, but ongoing ground movement rendered these measures unsustainable and posed an imminent threat of total road collapse, endangering public safety and essential transportation links. To address the critical condition and prevent loss of life, property, or disruption of vital services, Caltrans initiated emergency action under a Director’s Order to secure immediate funding for a permanent solution. The resulting project, titled China Gulch Emergency Culvert Replacement, is being managed by Caltrans District 1 in Eureka and requires rapid deployment of engineering and construction resources to replace the failed culvert system, restore structural integrity to the roadway, and ensure long-term resilience against similar events.
