AI Contract Overview

The National Institute of Standards and Technology (NIST) is pursuing a potential sole source award to Mosaic Microsystems LLC for the fabrication of high-purity fused silica wafers and permittivity calibration standards critical to advancing traceable on-wafer measurements of S-parameters, power, phase, and complex permittivity. NIST requires twenty to fifty-five wafers measuring 150 mm in diameter and 150 micrometers thick, with stringent flatness tolerances of less than 0.05 mm over 200 mm, along with specialized processing including laser cutting, stealth dicing, glass wafer debonding, and singulation into individual die housed for shipping. Additional deliverables include thirty to seventy 150-micrometer-thick permittivity coupons, ten each of 160-micrometer and 140-micrometer-thick counterparts, all featuring laser cutting and healing etch, as well as five to ten exploratory microstrip calibration kits requiring advanced metallization, multiple mask processes, and process development support from the vendor. NIST conducted extensive market research between November 2025 and April 2026 and concluded that Mosaic Microsystems LLC is the only known supplier capable of meeting the technical specifications, including ultra-high flatness requirements and proprietary fabrication steps, prompting intent to sole source under FAR 12.102(a). The NAICS code for this acquisition is 334413, and responses are being sought to validate the lack of competitive sources and to assess whether requirements may be overly restrictive. Submissions must be provided by May 14, 2026, and include company details, technical capabilities, small business status, and suggestions for improving accessibility, though no formal proposal or quotation is requested and no award will result from this notice.

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a high speed, Lock-in/Servo system. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Mosaic Microsystems LLC, 500 Lee Rd, Suite 200, Rochester, NY 14606 (UEI: JPLDLBVEEUP2) under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 334413,

NIST has a need for a permittivity coupons and on-wafer calibration standards that meets or exceeds the following draft minimum specifications:
