AI Contract Overview
The Federal Deposit Insurance Corporation (FDIC) has issued solicitation CORHQ-26-Q-0146 for the procurement of Cisco technology-related products and services under a Firm-Fixed-Price contract with a three-year period of performance. The solicitation requires vendors to submit their quotes by May 22, 2026, including a completed pricing schedule covering multiple Cisco hardware components such as Nexus 9300 switches, Catalyst 9300 switches, UCS server chassis, fabric interconnects, licenses, stacking cables, and associated support items. Deliveries are to be made to the FDIC Division of Information Technology Distribution Center in Arlington, Virginia. The evaluation process is based on the Lowest Price Technically Acceptable (LPTA) methodology, necessitating that proposals meet a basic threshold of technical acceptability. Technical acceptability is assessed on a pass/fail basis without weighted scoring, and among those qualified, the lowest priced offer will be selected. Supply Chain Risk Management (SCRM) provisions mandate vendors to disclose manufacturer or supplier status and any use of covered telecommunications equipment, with noncompliance rendering offers ineligible. The contract incorporates a range of Federal Acquisition Regulation (FAR) clauses addressing standard provisions such as prohibition on Kaspersky and certain telecommunications products, whistleblower rights, changes, termination, risk of loss, payment terms, and prompt payment. Contract administration requires invoices to be submitted electronically via email exclusively to the FDIC’s Division of Finance Accounts Payable with specific formatting instructions. The solicitation emphasizes strict compliance related to representations and certifications, including Small Business status and disclosure of lobbying or contingent fee agent activities if applicable. While no formal packaging, preservation, or detailed scope of work specifications are provided within the solicitation, labeling requirements mandate manufacturer and part identification for traceability. Additionally, the contract prohibits indemnification of the FDIC, restricts public release of contract information without prior approval, and enforces conflict of interest certifications consistent with FDIC policies. Performance acceptance is conducted by the FDIC at the delivery location, with a 15-business-day acceptance period following receipt. The designated contracting officer and oversight manager maintain administrative and technical oversight respectively, with clear delineation of authority to manage contract modifications and monitor compliance.
