Scope: The City of Sacramento (“City”) Department of Utilities (DOU) is inviting proposals to provide drafting services, constructability review, potholing and geotechnical investigation, corrosion design, and environmental regulatory compliance services related to the City College Reservoir Transmission Main Project. The scope is outlined as follows: 1. Admin & Project Management 1.1. The Consultant shall participate in bi-weekly design coordination meetings. The goal of these meetings is to ensure clear lines of communication and regular coordination for various task deliverables through the design period. 1.2. Participate in bi-weekly meetings
2. AutoCAD Drafting and Training The Consultant shall provide professional drafting support services using AutoCAD Civil 3D to develop plan, profile, and construction documents for approximately 11,000 linear feet of new 24-inch diameter transmission water main and 5,000 linear feet of new 6-inch to 12-inch diameter distribution main. Services include preparation of horizontal and vertical alignment, pipe network layouts, plan and profile sheets, details, quantity takeoffs, and final construction drawings suitable for permitting and bidding. All work shall be prepared under the direction of the Owner’s Engineer of Record (EOR). 2.1. Firm shall provide all drafting services for 30%, 60%, 95%, and 100% design in accordance with City of Sacramento CAD Standards. 2.2. Firm will create standard AutoCAD Civil3D templates for pressure pipe networks and all associated styles including but not limited to annotation/labeling styles, based on City of Sacramento CAD Standards. 2.3. Firm will provide four (4), two-hour, in-person Civil3D pressure piping trainings to two (2) City of Sacramento CAD Technicians. 2.4. Develop a training guidance document for technicians to reference for future project use. 2.5. City will provide plan & profile sheet examples for how the production sheets should look. Assume scale will be 1”=40’ for plan production.
3. Constructability and QC Review The Consultant shall provide independent constructability review and quality control (QC) review services for the design of a new transmission water main. The objective is to identify design conflicts, ambiguities, cost drivers, and construction risks prior to bidding and construction, thereby improving bid competitiveness, minimizing change orders, and enhancing overall project delivery. The Consultant shall act as an independent reviewer and shall not assume the role of Engineer of Record (EOR). 3.1. Consultant shall perform review at 60% and 100% design and deliver a written report summarizing identified conflicts, cost risks, recommendations, and a separate comment log formatted for City review. 3.2. Optional Task – Support Services for Specification Development as needed by EOR.
