The City of Calgary is seeking a qualified firm to provide strategic advisory services to assess the feasibility and planning of a proposed major sports and events facility project. The work will focus on a primary facility, with the option to extend the scope to include an additional medium to large facility, should The City elect to do so. These facilities are envisioned to strengthen Calgary’s sports infrastructure, fostering tourism, economic development and community experiences that contribute to the city’s long-term growth and vitality. This procurement will be conducted in two stages. Stage A is open to all interested proponents and will be evaluated based on the criteria outlined in this RFP. Stage B will be limited to shortlisted proponents from Stage A. Shortlisted proponents will receive additional confidential information and detailed requirements upon signing a confidentiality agreement, enabling them to respond to Stage B evaluation criteria. Stage A will select up to five (5) shortlisted proponents to continue to Stage B. Stage B will be focused on identifying a firm with the expertise, experience and capacity to provide early-stage analysis and strategic evaluation of complex initiatives involving multiple interest holders. The Consultant is required to demonstrate strong capabilities in sports market analysis, financial modelling, site selection and feasibility, negotiations and strategic deal structuring.
