The City of Calgary is seeking a qualified firm to provide comprehensive functional planning, engineering design, and architectural services for the Airport Transit Connection (East Leg) project, linking the Blue Line LRT to the Calgary Airport. The project includes multiple phases, starting with assessing connections to the existing Blue Line LRT system, reevaluating train technology options, and reviewing rail access to the maintenance and storage facilities. Further phases involve functional planning of the maintenance facility, updating related Airport Trail planning studies, and examining operational aspects in the airport tunnel and terminal station. The scope extends through preliminary and detailed design stages, project delivery model assessments, and potential involvement as the owner's engineer during construction, if a public-private partnership model is pursued. Although construction contract administration and post-construction services are identified, these are currently unfunded. This request for proposal (RFP) is open to all interested parties and is governed by laws applicable to direct commercial negotiations rather than a formal bidding process. The City of Calgary is managing this procurement with a response deadline in late April 2026. The project aims to enhance transit connectivity between the city's LRT system and the airport, involving detailed multidisciplinary planning and design efforts to support efficient and effective delivery of this critical infrastructure. The contracting authority for the RFP is Christine Beaton, affiliated with the City of Calgary under the Government of Canada’s organizational umbrella.
