The City of Calgary is seeking proposals to develop a first-generation Asset Management Plan (AMP) specifically tailored for its Plus 15 Network, which includes Plus 15 Bridges, easement areas, and related features. This network presents a unique challenge because while the City owns the bridges, their maintenance is typically managed by third-party property managers. The AMP is expected to cover several critical components including levels of service, risk management, current status of infrastructure, lifecycle management strategy, financial strategy, and recommendations for improvements. All deliverables must align with the City’s overarching Asset Management Policy and strategic goals. This solicitation is open exclusively to a select group of consultants listed under the City’s Request for Standing Offer (RFSO), as indicated in Schedule A of the Master Agreement. The eligible firms include AECOM Canada Ltd., Associated Engineering Alberta Ltd., GHD Limited, Jacobs Consultancy Canada Inc., and McElhanney Ltd. The contract submission deadline is February 19, 2026, and the place of performance is Alberta. The contracting authority for this project is Deji Orungbemi. The purpose of this effort is to create a comprehensive asset management framework that will guide the sustainable maintenance, risk mitigation, and financial planning for the Plus 15 Network infrastructure.
