The City of Calgary is advancing its Enterprise Resource Planning (ERP) Transformation to modernize its current environment, anchored by PeopleSoft, and enable a future state hybrid ERP ecosystem. The hybrid approach is intended to establish a standardized core ERP platform and, where critical capabilities cannot be fully met by the core, to integrate governed adjacent systems under a common framework to support end-to-end processes, data consistency, and effective oversight. Foundational work completed through the ERP Transformation Roadmap (2025) assessed processes, governance, data, and capabilities; confirmed the hybrid ERP ecosystem strategy; and produced a multiyear roadmap to inform The City’s 2027–2030 service planning and budgeting cycle. Through this RFP, The City is seeking an independent Owner’s Consultant to work directly with the ERP Transformation Team (Finance, Human Resources, Supply Chain, and IT) using a structured, defensible ERP ecosystem analysis methodology and demonstrated experience delivering comparable engagements for large, complex enterprise organizations.
