The City of Flagstaff is seeking experienced co-developers to design, finance, and construct the redevelopment of Siler Homes, a 100-unit public housing development. This project is part of a broader 10-year housing plan to reduce the community's affordable housing need and will utilize the HUD Rental Assistance Demonstration (RAD) program to reposition the public housing portfolio. The goal is to create a mixed-income neighborhood and more than double the total number of residential units, while incorporating a Housing Administration office, maintenance facility, community meeting space, and space for Headstart. The selected developer must comply with extensive federal and state regulations, including the Fair Housing Act, Section 504 of the ADA, the National Environmental Policy Act, and the Arizona Department Building Code. Proposals will be evaluated based on the highest score, with a focus on the developer's experience with ADOH LIHTC and HUD/RAD. The award process requires the execution of a Development Agreement within 180 days of selection. All submissions must be limited to 35 pages and were due by January 5, 2027, for this solicitation under the jurisdiction of the State of Arizona.

Full Description

Background and Goals On December 1, 2020, the City Council declared a Housing Emergency in Flagstaff. On February 15, 2022, the City Council subsequently adopted the Flagstaff 10-Year Housing Plan , to "reduce the current affordable housing need in our community by half over the next ten years", and "create or preserve 7,976 housing units by 2031 with a minimum of 10% of them being affordable. This will increase the overall supply of market rate, workforce, and affordable housing occupied by local residents." The City's public housing sites are a critical element of preserving and building new affordable units. Additionally, voters approved Proposition 442 in November 2022, which provides limited general obligation bond funds for the redevelopment of City-owned housing to create additional affordable rental units. Public Housing and RAD The City owns and operates 265 units of low-income public housing. The City plans to reposition its public housing portfolio through the US Department of Housing and Urban Development's ("HUD") Rental Assistance Demonstration ("RAD") program. The City will perform the Section 8 Housing Assistance Payment Contract administration and, via a variety of mechanisms, retain continued control of each project. For example, it is anticipated that the City will be the ground lessor of the Site to the project owner. The City may also be a part of the project owner entity.

2045 General Plan Update
Solicitation # 2022060087
The City of Thousand Oaks is overseeing a horizontal mixed-use development project at 195 East Hillcrest Drive, which involves the demolition of two commercial office buildings to make way for a new five-story residential complex. The project will feature 297 residential units, including 25 lower-income deed-restricted affordable units achieved through a 20 percent density bonus. Additional components include the remodeling of a 10,184 square-foot stand-alone commercial building, a five-level internal parking structure providing 490 total spaces, and various amenities such as roof decks, a dog park, and common open spaces designed for social interaction and wellness. The project also requires the subdivision of the 8.21-acre parcel into one master parcel and one airspace parcel for the commercial building. To facilitate this development, several discretionary actions are required, including a Development Permit, a Protected Tree Permit for the removal and encroachment of oak and landmark trees, and a Vesting Tentative Parcel Map. Environmental compliance is managed through an addendum to the 2045 General Plan Update Environmental Impact Report, which confirms that the project will not result in new significant impacts provided that established mitigation measures for air quality, biological resources, and traffic are implemented. The project is designed to align with the General Plan Update, Housing Element, and Inclusionary Housing Ordinance, ensuring the delivery of rental housing and adherence to objective design standards.

Pacifico Affordable Housing Development
Solicitation # 20261028031
The City of Davis is soliciting proposals for the Pacifico Affordable Housing Development to develop a 1.53-acre site located in Davis, California. The project scope involves the lease or purchase of the site and the implementation of one of three conceptual designs: rehabilitation using existing floorplans, rehabilitation using existing building envelopes, or complete demolition and new construction. The selected developer must manage the property and ensure it remains an affordable housing site, replacing existing affordable beds in compliance with the Pacifico covenant for very low- or low-income levels. The site is zoned R-3-M for Residential Garden Apartments, with a General Plan designation of Medium High Density Residential permitting 14.00 to 24.99 units per gross acre. Proposals will be evaluated based on the City's sole discretion to determine the most advantageous offer, noting that the lowest cost submission will not necessarily be accepted. Applicants must meet strict minimum qualifications, including specific project experience for the developer, owner, property manager, and resident services provider, with requirements for projects of at least 30 units and specific experience in Northern California. Developers are expected to secure their own financing through state, federal, regional, and private sources, such as LIHTC and AHSC, as the City does not plan to subsidize the property. Submissions must be delivered in two hard copies and on a USB flash drive to the Davis City Manager's Office by 3:30 p.m. on January 15, 2026. The technical proposal must include a signed cover letter, a detailed project vision, and a financing narrative. All proposers must comply with California Labor Code Sections 1720 et seq. regarding prevailing wages and certify that they take no exceptions to the terms of the RFP. The City Council is expected to authorize the execution of a contract in February 2027.
