The IRS is seeking a small business contractor to perform a comprehensive upgrade of the data cabling system at IRS Building PR4001 in Guaynabo, Puerto Rico, under a Request for Quote (RFQ) numbered 205AE9-26-Q-00059. This effort involves planning and design review of the cable plant, sourcing and procuring components, developing installation specifications, preparing detailed cost estimates, and implementing a phased schedule to minimize operational disruption. The project requires the installation of CAT 6A structured cabling, refresh of network racks, and thorough testing and documentation of all systems in compliance with industry standards such as ANSI/TIA/EIA-568-C.2, TIA-942, and TIA-607-C. All deliverables must include approved designs, as-built diagrams, test reports, warranty documentation, and must be submitted in both digital and hard copy formats with editable content, adhering to IRS and Treasury directives. The work must also meet OSHA safety regulations and IRS environmental standards, including EPEAT criteria for green procurement. Cable labeling must conform to ANSI/TIA/EIA-606-B, and all materials must be clearly marked with contract details, government points of contact, and delivery information. This solicitation is issued under FAR Subpart 12.6 and Part 13 as a simplified acquisition, set-aside exclusively for small businesses with a NAICS code of 238210 and a size standard of $19 million.
