CITYWIDE JANITORIAL SERVICES

The City of Jacksonville Beach is soliciting proposals under RFP-2026-002 for comprehensive citywide janitorial services to maintain various municipal facilities, including City Hall, police headquarters, and public works buildings. The scope of work encompasses routine janitorial services, daytime porter services, initial cleaning transition, and emergency or special event support. A key requirement is the implementation of cleaning practices specifically designed to manage sand intrusion due to the city's coastal environment. The resulting contract will have an initial term of five years with four optional one-year renewal periods. To be eligible, respondents must have at least five years of continuous experience in janitorial services of similar scope, including work for at least two governmental entities. Due to the sensitive nature of law enforcement facilities, personnel assigned to police department sites must undergo enhanced security screening, including fingerprinting and CJIS testing. The evaluation process is based on a unified score where the highest-ranked and most advantageous submittal will be awarded the contract, with price scoring favoring the lowest total evaluated price. Required submittals include a technical response, a financial proposal, and several certifications, such as drug-free workplace compliance and non-collusion affidavits. Contractors must maintain significant insurance coverage, including one million dollars for bodily injury and property damage, and adhere to Florida's Public Records Law.
