Civil Service Physician/Medical Review Officer

The City of Pittsburgh, through the Department of Human Resources and Civil Service, is seeking a physician or group of physicians to provide Civil Service City Physician and/or Certified Medical Review Officer services for a five-year term from January 1, 2027, through December 31, 2031. The selected provider will be responsible for conducting medical examinations for candidates in arduous positions, performing fitness for duty evaluations, and managing drug testing and specimen collection in compliance with the Omnibus Transportation Act and DOT regulations. The scope includes maintaining medical records for approximately 3,730 employees, including significant populations within the Police and Fire Bureaus. The City may award contracts for Civil Service Physician functions only, MRO functions only, or a combination of both, and reserves the right to contract with multiple providers. Selection is based on professional services criteria, including the qualifications and experience of the organization and designated individuals, cost effectiveness, and a demonstrated commitment to minority, women, and veteran contract participation. Proposals are evaluated using a weighted scoring system: 30 percent for project approach and plan, 30 percent for the cost proposal, 15 percent for firm qualifications and references, 15 percent for project team qualifications, and 10 percent for MWDBE/VOSB good faith efforts. Proposers must submit a detailed fee schedule covering physical exams, drug screen reviews, legal consultations, and various medical tests. All submissions must be made electronically via the Beacon portal by September 14, 2026, at 2:00 pm.
