The Mississippi Department of Archives and History (MDAH) is soliciting qualifications for professional building commissioning services under solicitation number 1475-27-R-RFQI-00001. The selected professional will provide a systematic quality assurance process spanning from pre-design through the one-year warranty period to improve energy efficiency, occupant comfort, and equipment life. The contract fee is structured as a percentage of the construction cost. Qualifications must be submitted in duplicate hard copy and electronic format to the MDAH Finance Office by 5 p.m. on November 19, 2026. Selection is conducted via a two-stage process following the State of Mississippi Bureau of Building Professional Selection Policy. A short list is first determined based on a 100-point scale evaluating the project team, relevant experience, past performance with MDAH, site presence, and fresh perspective. Required certifications include those from the Building Commissioning Association (BCA) or accreditation from the University of Wisconsin-Madison. The professional must remain independent of the primary architect and consultants and must be registered with the Mississippi Secretary of State. Mandatory requirements include E-Verify participation, general liability insurance of at least 1 million dollars for contracts over 5,000 dollars, and workers compensation for firms with five or more employees. Performance and payment bonds are required for contracts of 25,000 dollars or more. Submissions must include a letter of interest, a statement of qualifications, and completed Forms M54 and M55.
