H--H-Munitions Threat Hazard Characterization

The U.S. Army Research Development and Engineering Contracting Center, Edgewood Branch intends to solicit, negotiate and award a contract to Excet, Inc, 8001 Braddock Road, Suite 105, Springfield, VA 22151, to provide support for study to validate previously generated simulant-based test results and to improve the characterization of the threat associated with chemical-filled conventional projectiles. Excet is the only known source who can perform this effort within the required time frame. The proposed effort will be solicited on the basis of other than full and open competition pursuant to FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirement". The proposed effort will be procured in accordance with simplified acquisition procedures. The period of performance for the proposed effort is one year. The North American Industry Classification System Code is 541330 with $4.5 M dollars. Interested firms may identify their capability to respond to this requirement.
