The University of Strathclyde is seeking digital technology solutions under CivTech 12.1 to help individuals with substance use issues and their support networks connect with trusted help when traditional services are unavailable. This initiative addresses the high rates of drug and alcohol related deaths in Scotland and the fragmented nature of existing support systems, which often lead to avoidable crisis escalations and an over-reliance on emergency services. Aligned with the Preventing Harm, Promoting Recovery Strategic Plan 2026 to 2035, the project aims to widen an individual's circle of support by leveraging community, family, and existing trusted services. The goal is to provide equitable access to early, harm-reducing interventions regardless of location and to establish a feedback loop of intelligence and insight to continuously improve the overall support landscape.

Full Description

Scotland has the highest drug and alcohol related death rates in the UK and Europe. People with substance use issues (PWSUI) often need help outside normal 'office' hours or from a distance from offices, and support is not uniformly available throughout Scotland. The support landscape in Scotland is fragmented, hard to navigate, and varies by locality. When support isn’t readily available (or isn’t trusted), people and their families and friends often default to emergency services or remain unsupported. As a result, those who use substances often experience avoidable crisis escalation, or remain in extremely difficult situations, and support services miss opportunities for early, harm-reducing interventions. The Preventing Harm, Promoting Recovery: Scotland’s Alcohol & Drugs Strategic Plan 2026 – 2035 specifically addresses the crucial need to tackle early intervention and widen an individual’s ‘circle of support’. This ‘circle of support’ is at the heart of this Challenge, and a successful solution would enable people to access the right support sooner, regardless of locality. It should harness the power of existing trusted services, family and community to reduce avoidable demand on emergency and NHS services – and if possible, create a ‘feedback loop’ of learning, intelligence and insight so that the overall issue can be tackled in a continually improving manner.

Solicitation # 70ZA0127AIRC12001
The U.S. Coast Guard Office of Aviation Acquisitions is conducting market research through a Sources Sought Notice to identify augmented and virtual reality training solutions for four aircraft platforms: the HC-130J, HC-144B, MH-60T, and MH-65E. The objective is to implement a turn-key VR system integration that utilizes common hardware across the fleet to reduce logistical footprints and enable remote instructor guidance. Key requirements include the procurement of 200 government-grade VR headsets and the development of software capable of simulating aircraft environments, including interactive diagnostics, Built-in Test menus, and Line Replaceable Unit replacement. Technical specifications emphasize an open architecture, such as OpenXR, and the ability to export student metrics via xAPI or SCORM. A critical requirement is compliance with DoD and DHS cybersecurity frameworks, specifically the ability to operate in air-gapped, offline environments. Interested parties, including both small and large businesses under NAICS 541511 and 541512, must provide technical capabilities, cybersecurity history, and Rough Order of Magnitude cost estimates for engineering, hardware, and licensing. Responses are due by November 23, 2026, and must be submitted via email to the designated points of contact.
