The item is classified as a commercial item and must conform to the current revision of the applicable part standard, SAE AS21919D, with historical manufacturing to prior revisions still acceptable. Palletization must comply with DLA’s RP001 Packaging Requirements, and hazardous material handling is regulated under IP025 and NAVSEA 5100-003D, explicitly prohibiting intentional addition of mercury or mercury-containing compounds except in specific functional applications such as batteries, fluorescent lights, sensors, and controlled instruments, which must include a secondary containment boundary. Sampling for quality verification follows MIL-STD-1916 or ASQ H1331 with zero non-conformances required in samples unless otherwise specified, and critical, major, and minor attributes are assigned AQLs of 0.1, 1.0, and 4.0 respectively. Delivery is FOB origin with a 62-day delivery window, and shipments are directed to two distinct DLA distribution centers in San Diego, CA and Warner Robins, GA, with specific need ship dates of October 19, 2026 and March 25, 2027 for the two line items totaling 3,061 units. Inspection and acceptance occur at the destination, and invoicing is required through WAWF. The contract incorporates FAR and DFARS clauses covering small business representation, trafficking in persons prevention, employment eligibility, sustainable products, hazardous material identification, cybersecurity (NIST SP 800-171), subcontractor flow-downs, and accelerated payments to small business subcontractors. Offerors must maintain active SAM registration, comply with E-Verify requirements, and disclose any provision of covered defense telecommunications equipment or services with associated UEI and CAGE codes. Technical requirements are drawn from the DLA Master List of Technical and Quality Requirements, and the item's identity is defined by military or consensus non-government standards. All supplies must be free from prohibited
