CLAMP, SYNCHRO

The contract is for the procurement of four CLAMP, SYNCHRO units identified by NSN 5340-01-645-2703 under solicitation SPE4A5-26-T-193M, issued by the DLA Aviation ASC Supplier Oper OEM Division within the Department of Defense. The requirement is governed as a simplified acquisition under the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105, with a response deadline of June 5, 2026, and delivery required within 20 days ADO to the destination at 47 Chandler St, Building 47, Newport, RI 02841-1709, with FOB Origin terms. Technical and quality requirements are fully referenced from the DLA Master List of Technical and Quality Requirements, with precedence over commercial standards such as ASTM D3951, and packaging must comply with RP001, MIL-STD-129, and FED-STD-313. Non-hazardous items require commercial packaging per ASTM D3951, while hazardous materials must meet additional labeling standards under 29 CFR 1910.1200. Item Unique Identification is not required per the Service customer’s request, and government identification must be removed from non-accepted supplies. Inspection and acceptance occur at the destination using MIL-STD-1916 or ASQ H1331, Table 1 sampling plans with defined AQL levels: Critical (AQL 0.1), Major (AQL 1.0), and Minor (AQL 4.0). Additive manufacturing is prohibited unless explicitly authorized. Contractors must maintain active, current representations and certifications in the System for Award Management (SAM), including small business, WOSB, SDVOSB, HUBZone, and economically disadvantaged status, under FAR 52.219-1 with Deviation 2026-00038. Offerors must also address defense telecommunications equipment prohibitions under DFARS 252.204-7018 and provide disclosure for non-domestic materials under the Berry Amendment. Clauses regarding whistleblowers, employment eligibility, trafficking in persons, sustainable products, hazardous materials, and cybersecurity compliance are incorporated with Deviation 2026-00038 and apply across multiple FAR and DFARS provisions.
