The Naval Air Systems Command (NAVAIR) intends to prepare a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with Lockheed Martin Rotary and Mission Systems (LM RMS). The purpose of the CJ&A is to authorize and approve the issuance of orders on a sole source basis under a new Basic Ordering Agreement (BOA) # N00019-18-G-0029 to Lockheed Martin Rotary and Mission Systems for the procurement of supplies and services in support of the Presidential Helicopter Program which includes VH-3D, VH-60N, VH-92A and all variants. Specific performance requirements include, but are not limited to, engineering analysis and support, management and technical support, logistics support, development of Engineering Change Proposals (ECPs), configuration changes, computer software, technical and logistical data, trade studies, training support and test support. The ordering period is anticipated to be five (5) years. LM RMS has acquired Sikorsky; the Original Equipment Manufacturer (OEM) of the Presidential Helicopter Program aircraft; therefore making LM RMS the only source with the proprietary data, expertise, technical data, equipment, and personnel required to provide in-depth programmatic, engineering, and logistics technical support for the Presidential Helicopter Program. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the Presidential Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort for the Presidential Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
