Full Description

The Defense Advanced Research Projects Agency (DARPA), Arlington, VA intends to negotiate a sole-source contract with General Dynamics Mission Systems (GDMS), San Antonio, TX, to acquire Classified Network Support Services for the Mission Services Office for the potential period 1 March 2016 to February 28, 2021, consisting of a maximum of a base and four option years. The proposed contract action is for Classified Network Support Services for which the Government intends to solicit and negotiate with only one source under the authority at FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The procurement is sole source to GDMS because components of the current DARPA enterprise system are proprietary to GDMS and there are currently no alternative sources that can immediately assume current operations. GDMS will provide and manage the full range of classified IT services, support and infrastructure necessary to support DARPA and to implement the DARPA IT strategic direction and operational objectives which will evolve over the course of contract performance. During contract performance, GDMS will be required to reduce the current proprietary barrier to competition in order facilitate competitive acquisitions for follow-on procurements. A follow-on competitive procurement will occur once the proprietary barriers to competition are alleviated. Subcontracting opportunities may be available with the prime contractor, General Dynamics Mission Systems. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only.
