CLEAN AND INSPECT CULVERTS - FLAMINGO

The contract for cleaning and inspecting culverts in the Flamingo District of Everglades National Park is a firm-fixed-price commercial acquisition under FAR Part 12, issued as a total small business set-aside with NAICS code 238990 and a size standard of $15.5 million in average annual receipts. Work is scheduled to occur between October 1, 2026, and March 31, 2027, at 117 specified culvert locations, with performance centered on the Ernest F. Coe Visitor Center Parking Lot in Homestead, Florida. The scope includes jetting out sediment and debris from each culvert to restore hydraulic function, conducting pre- and post-work wildlife surveys by a qualified Biological Monitor, inspecting culvert integrity via camera, and ensuring all debris is removed and disposed of offsite at approved facilities without accumulating on National Park Service land. Deliverables include culvert inspection reports with photographs, invert elevations, as-built profiles, repair estimates, a consolidated culvert data table, a debris disposal plan, safety and work plans, and a final certification confirming site cleanup. The solicitation emphasizes a trade-off evaluation methodology where non-price factors—biological monitor qualifications and experience, technical approach, and past performance—are significantly more important than price, with price considered only after meeting technical acceptability. The Biological Monitor must have demonstrable experience in Florida Everglades ecosystems, threatened and endangered species identification, wildlife management, and environmental reporting, supported by resumes and two reference letters as outlined in Attachment C.
