Shipboard Air Conditioning Plant System Sustainment Plan (SSP)
Solicitation # N0002427R4452
Navsea HQ is conducting market research under solicitation N0002427R4452 to identify capable sources for the Shipboard Air Conditioning Plant System Sustainment Plan (SSP). This initiative aims to standardize and scale the sustainment of centrifugal, reciprocating, and rotary air conditioning plants for U.S. Navy surface ships worldwide. The government is evaluating various acquisition strategies, including a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract or multiple-source arrangements, to improve materiel condition and operational availability across diverse ship classes and geographic locations. The contemplated scope of work encompasses six primary capability areas: executing Major AC Plant Pit Stops and overseeing Minor Pit Stops, both of which must be completed within a mandatory six-week window; providing embedded AC&R technical expertise at Shore Intermediate Maintenance Activities (SIMAs) for Sailor training and oversight; supplying OEM AC plant materiel and repair parts; managing a global warehouse and rotable pool for Overhaul Parts Packages (OPPs); providing configuration-specific engineering, technical data, and integrated product support; and delivering global unplanned and emergent field services. Interested respondents must submit a response by October 28, 2026, including a completed Capability Certification Matrix and supporting evidence of their ability to perform these requirements organically or through teaming arrangements.

The contract involves a two-phase program led by NYSERDA to promote the adoption and monitor the performance of cold climate, high efficiency packaged window heat pumps (PWHPs) as an affordable and minimally invasive heating electrification retrofit solution for multifamily buildings in New York State. In Phase I, manufacturers and vendors submit applications demonstrating that their PWHPs meet NYSERDA’s specified performance and technical criteria. Successful applicants become Program Participants and gain eligibility for Phase II, though no funding is provided during this initial phase. Phase II offers financial incentives to these Participants to install PWHPs in eligible multifamily buildings with five or more units, such as rentals, cooperatives, and condominiums. Incentives are granted on a first come, first served basis, covering a percentage of PWHP costs, with different subsidy levels for market rate (50% up to $1,500 per unit) and low-to-moderate income (LMI) buildings (75% up to $2,250 per unit). Each demonstration site has a maximum incentive cap of $500,000, and the total incentives for any single PWHP brand cannot exceed $2,000,000. The program requires all Phase II installations to comply with NYSERDA-designed performance monitoring plans overseen by NYSERDA and its contractor team. Eligibility for Phase I is open to all PWHP manufacturers and vendors capable of providing installation-ready units that meet NYSERDA’s technical specifications. Phase II participation is restricted to those who qualify in the first phase. The solicitation excludes set-asides or subcontracting goals for minority, women, service-disabled veteran, or disadvantaged-owned businesses. The contract applies across all counties in New York State, with a submission deadline of February 3, 2026. The initiative targets energy efficiency improvements specifically in existing multifamily buildings and fosters collaboration between Program Participants and building owners to demonstrate and validate PWHP performance and installation.
