Clinic Staffing Services

Pinal County is seeking qualified independent contractors or staffing agencies to provide clinic staffing services across eight clinic locations within Pinal County, Arizona, on behalf of the Pinal County Public Health Service District. The solicitation, identified as RFP266431, invites proposals for services from Registered Nurse Practitioners, Registered Nurses, Licensed Practical Nurses, and Certified Medical Assistants, with the flexibility to add additional qualified practitioners during the contract term. All personnel must hold current, valid licenses or certifications as required by Arizona state regulations, including prescribing authority for nurses and completion of a certified Medical Assistant training program for MAs. Contractors are required to ensure staff availability from 7:30 a.m. to 6:00 p.m. at each location, including on-call services as designated by the District. The contract will commence on September 1, 2026, and expire on August 31, 2027, with an option for four additional one-year renewals at the County’s sole discretion. Respondents must submit proposals electronically through the Bonfire Purchasing System in a single PDF document not exceeding seventy-five pages, with mandatory inclusion of a cover letter, administrative forms including a completed W-9 and UEI number, cost proposal with hourly rates, and three professional references. Compliance with federal, state, and local laws is mandatory, including EEO, OSHA, ADA, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, the Buy American Act, and the Davis-Bacon Act. Contractors must maintain current SAM.gov registration and be free from debarment or suspension, submitting required certifications including a Certificate of Good Standing from the Arizona Corporation Commission, a Lobby Certification, a Non-Collusion Affidavit, and a Debarment Certification. Contractors are obligated to comply with stringent administrative and operational requirements, including submitting bi-monthly invoices tied to purchase order numbers and service locations, with invoices due on the 25th for services rendered between the 1st and 15th, and the 10th of the following month for services rendered between the 16th and 31st. No oral modifications to the contract are permitted, and all changes must be in writing and signed by both parties.
