Clinical Laboratory Services

The State of Connecticut, through its Department of Administrative Services (DAS), is seeking a contractor to provide a comprehensive range of clinical laboratory services under Solicitation Number 26PSX0075, with a response deadline of July 20, 2026. The contract, effective upon approval by the Connecticut Attorney General’s Office and running through November 30, 2031, requires the contractor to perform diagnostic testing on blood, urine, sputum, fecal, and tissue samples to support state agency needs, primarily the Department of Correction. Services must be delivered in compliance with detailed specifications outlined in Exhibit A (Deliverables Document) and priced according to a tiered methodology that prioritizes the State Medicaid Fee Schedule, followed by the non-Medicaid Price Schedule in Exhibit B, then the Medicare Clinical Laboratory Fee Schedule, and finally, a discounted market rate at 50% off the contractor’s standard client price when no public rates exist. The contractor must ensure electronic integration of test results into the Client Agency’s Electronic Health Records or Electronic Medical Records systems and submit monthly itemized invoices by the 10th day of the following month, including inmate identifiers, test names, Medicaid codes, and dates of service, with payment triggered by acceptance and processed via ACH or P-Card within 45 days after month-end. All laboratory supplies for specimen collection, including containers, packaging, and transport tracking, must be provided at no additional cost, with infectious materials strictly packaged and labeled in accordance with the U.S. DOT’s 2023 Transporting Infectious Substances Safely guidelines and environmental impacts minimized. The contractor is designated as a business associate under HIPAA and must safeguard protected health information with encryption and compliance with federal and state privacy rules, while also indemnifying the State for any HIPAA or HITECH Act violations. Insurance requirements include $5 million in professional liability coverage, $1 million in commercial general liability, and workers’ compensation as mandated by Connecticut law. Personnel accessing correctional facilities must complete background checks, training, and security protocols, and subcontracting requires prior written approval from DAS’s Chief Information Officer. The contractor must not be debarred, must comply with ADA and Section 504 accessibility standards, and must adhere to Connecticut’s Code of Ethics, while also completing the Consulting Agreements Representation form to disclose any former state employment.
