Clinical Team

The Department of Developmental Services is seeking to qualify additional Clinical Team providers through a reopened Request for Response for the Central West Region of Massachusetts, aiming to enhance community-based supports for individuals with intellectual and developmental disabilities, autism, co-occurring mental health conditions, and acquired brain injuries. The goal is to prevent acute behavioral and psychiatric crises that could lead to out-of-home placement, ensuring services are culturally, linguistically, and ethnically responsive and delivered locally. The contract operates under a Master Agreement structure with an estimated value of $40 million, spanning from August 1, 2026, through June 30, 2027, and functions as an indefinite-delivery/indefinite-quantity mechanism where services are reimbursed via monthly Service Summary Forms based on negotiated rates under state regulation 101 CMR 424.00. Offerors must demonstrate capability across seven evaluation areas—Experience, Services and Program Design, Assessment and Intervention, Hospitalization and Discharge, Crisis Planning, Guardianship, and Training and Supervision—each scored on a binary pass/fail basis with a minimum of one point required per area to qualify. All applicants are mandated to commit to the Supplier Diversity Program, with at least 25% of the evaluation score tied to a demonstrated plan to allocate 1% of contract revenue to certified minority-, women-, veteran-, disability-, and LGBT-owned businesses, and must submit a completed SDP Plan Form and W-9. Compliance with privacy laws including HIPAA and Massachusetts statutes governing protected information is required, alongside adherence to state regulations on individual support plans (115 CMR 6:20–6.25) and behavioral supports. Proposals must be submitted electronically via COMMBUYS by July 14, 2026, following strict formatting rules: Times New Roman 12-point font, single-spaced, one-inch margins, with page limits per response question ranging from one to two pages. The contract does not involve federal funding, and no traditional FAR clauses are included; instead, the terms are governed by Commonwealth requirements, including provisions allowing the Department to amend service forms, rates, or terms during the contract term based on need or regulation updates, and to terminate services for performance failures. Electronic signatures are required, and failure to meet any requirement results in disqualification, with no trade-off or cost-based award process—only qualified providers will be accepted.
